AMBARLI Repowering



PROKON-EKON GROUP OF COMPANIES AWARDED
AMBARLI FUEL-OIL POWER PLANT CAPACITY INCREASE
AND MODERNIZATION PROJECT IN TURKEY

EKON Industry Construction and Trade Inc. - PROKON Engineering and Consultancy Co. – PROKON Manufacturing and Erection Co. Joint Venture (EPP Joint Venture) has been awarded the turnkey construction of Ambarlı Fuel-Oil Power Plant, Capacity Increase and Modernisation Project by Electric Generation Company (EUAS) General Directorate on 10.November.2008.

Ambarlı Fuel-Oil Power Plant has been located at Marmara Coast of Istanbul and has an installed capacity of 630 MW. The yearly production capacity of the plant under normal working conditions is 4,5 billion kWh. The 4th and 5th units of the plant, which shall be handled in this contract, had been put into operation in years 1970 and 1971.

The new contract covers the dismantling of 2x150 MW fuel-oil firing boilers (units 4 and 5), rehabilitation of the existing steam turbines, generators and auxiliaries, installation of two new 250–300 MW gas turbines, increasing the production capacity to 800 MW with the installation of two new Heat Recovery Steam Generators, the installation of an appropriate switchyard system and conversion of the system to a combined cycle power plant. The realization of this contract shall ensure an additional capacity of 540 MW for a Contract price of 383.919.173.- Euros.

During his speech at the Signature Ceremony of the Contract, EUAS General Director indicated that awarding Ambarlı Repowering Project to a Turkish Company is an important step, leading to the realization of future similar projects.

December 15 2008-EÜAÞ's Ambarlý Fuel-Oil Power Plant Capacity
Increase Modernization (CIM)

Project Prokon group started design works of turnkey contract. -
EÜAÞ, which will stop the power plant in March 2009, will make the
site-delivery in this period.

- In 2009, an allocation of YTL 113.6 million approved by SPO will be
reserved for the project in 2009 It has been learned that having
signed on November 10, 2008 the turnkey contract of Ambarlý Fuel-Oil
Power Plant Capacity Increase Modernization (CIM) Project, which is
the most critical project to meet the increasing energy demand of
Istanbul Province in the short term, Prokon Group was learnt to have
completed its necessary preparations immediately and started the
design works speedily.

The officials of Electricity Generation Corp. (EÜAÞ) General
Directorate reported that they would make the site delivery in March
2009 according to the work schedule prepared towards stopping the
generation at the power plant upon the contract is signed.

Thus, Prokon Group, which will prepare a part of the preliminary
projects until this process, will continue the construction designs
by working at the power plant location upon the site-delivery made in
March 2009.

As known, generation is sought to be maintained with maximum
capacities as much as possible at the power plants of EÜAÞ for
ensuring electricity supply security in Turkey.

Therefore, emphasizing the importance of the continuing generation
program for Ambarlý Power Plant, the relevant resources stated that
the site delivery would be made in the process when generation would
be stopped at the power plant.

Given that the delivery period in the contract would start as of the
site-delivery date, the delivery period of 37 months is calculated to
expire in March 2012.

In this case, Prokon Group shall make in March 2012 the site-delivery
in working order so as to ensure an efficiency of 800 MW as of the
all units of Ambarlý CIM Project.

However, for meeting the increasing electricity need of Istanbul
province and due to the delays in the tender process, Prokon Group
plans to commission the turbine units earlier upon the recommendation
of EÜAÞ and thereby to start the generation stage earlier than the
site delivery.

As may be remembered, we reported you, in our recent news story on
the subject, that EÜAÞ had signed the contract of totally Euro 383.9
million on November 10, 2008 with Prokon group for Ambarlý CIM
Project

(TEBANEWS#1384/November 17, 2008). In 2009, an allocation of YTL
113.6 million will be reserved for the project On the other hand, the
officials of EÜAÞ General Directorate have in the recent days
completed the meetings with the SPO Undersecretariat towards the
investment program of 2009 and received meanwhile a positive answer
on allocation request and project revision concerning Ambarlý CIM
Project.

We announced earlier to you that the project investment cost would be
revised due to the difference between the between the investment cost
of YTL 550 million of Ambarlý CIM Project in the investment program
of 2008 and the investment cost clarified through the tender contract

(TEBANEWS#1384/November 17, 2008). Upon signing the contract of Euro
383.9 million for Ambarlý CIM Project, EÜAÞ General Directorate
revised the total investment cost of the project in the investment
program of 2009 and re-set it as YTL 812 million.

Accordingly, a total allocation of YTL 113.6 million is envisaged to
be reserved in the investment program of 2009 for the project.

As we have reported you also in our previous news stories, Prokon
group will purchase the new turbines of Ambarlý CIM Project from
German Siemens as 2 turbines, each 280 MW,

and receive a consultancy service from Black & Veatch (USA) on
engineering of the project.
